AbstractCurrent rapid urbanization and growth of Vientiane municipality and dramatic rise demand for land have strained and have posed serious problems to existing land use planning and implementation. This study evaluates land use planning and implementation in Vientiane. It likewise explores and identifies associated adverse environmental effects of planning and implementation weaknesses. The scope and focal level of the investigation is at the city and urban villages. It employs two village cases particularly to study land use planning and implementation processes and characteristics at the intersection between the local authority and urban village community. Findings reveal serious ineffectiveness of present-day land use plan and building regulations in regulating land development, resulting in land use conflicts, illegal constructions, and widespread unsound land filling. These in turn are associated with neighborhood environmental problems such as high residential density, poor infrastructure and waste management, lack of open space, flooding and fire accident risk. Further, the study argues that that the main reasons of ineffective implementation of land use plan and its regulations is caused by inappropriate, obsolete land use plan and regulations, lack of people participation in the planning process planning and decision making (including lack of public awareness on regulations), and certain internal problems within pertinent bureaucracy managing land development. The thesis outlines some recommendations in order to improve the appropriateness, social acceptability, and enforcement and compliance level in a land use plan and regulatory framework that can be more sensitive and friendly to creating livable local environment.
