AbstractDevelopment planning administration and management in Bhutan have been gradually transferred to district and block levels from the center. However, the process is wrought with challenges and it needs committed and concerted effort from all actors to bring about a smooth and effective transition from a centralized form to a decentralized one. As to gain conceptual basis, brief explanatory accounts of different forms development planning approaches have been reviewed in the literature search. This paper purports to review the decentralization process in Bhutan. Emphasis has been laid on decentralization of development planning and administration. Key lessons from other countries' experiences in decentralization process have been reviewed while making analysis of the process and impacts of Bhutan's decentralization policy and implementation. Central to the purpose of this paper is the description of three aspects of decentralization (political, administrative, and financial) process in Bhutan through a conceptual framework. The conceptual framework identifies key driving forces of decentralization process. Careful attention has been devoted in identifying key challenges that crop up with decentralization of development planning administration and management. The paper concludes with policy recommendations at four key levels; institutional, process, cooperation and coordination, and roles of actors and stakeholders.
