AbstractThe situations of traffic congestion, travel delays, pollutant emissions, energy costs and accidents become a serious problem for Ho Chi Minh City, Vietnam. Therefore this thesis proposed a few solutions that may contribute to improve the traffic system in the future. Thesis shows the algorithms for detecting vehicles at an intersection using normal webcam then calculate out the traffic density, from these density values, the algorithm based on fuzzy set theory has developed for controlling traffic light. Also, the solution of network connection using the internet is considered for transmitting the traffic data to traffic surveillance center. The experimental results indicate that the algorithms can be applied in the real world. The error average of traffic density around 14 percent which can is accepted for the fuzzy control system. The results also show that the 'Traffic Detection' algorithm is affected by the change of light intensity and so the system is not suggested for using in the night, to solve this problem the future works need to change a better webcam and should add a few functions such as feature extraction into the algorithm
