Abstract | Bangkok is the one of many cities that is faced with traffic congestion and air-traffic pollution. It is essential to find the way to reduce this terrible situation. Government has traditionally been given more attention constructing road network. Traffic problems are not created by infrastructure alone, peoples travel behavior influenced by socio-economic constraint. In all likelihood is low satisfaction on public transport is a major cause of car use. Bangkok has been quite typical in this respect, although in the recent years public transport system has started to grow. However car use is still growing. Thus, the need of reducing car use and promoting public transport is still very real. This study was undertaken to identify use of economic instruments for discouraging the use of private vehicles, indirectly, by increasing the attractiveness of public transport services (mass transit and mass rapid transit) and reducing the attractiveness of using private car. The method of this study has been to investigate the influencing factors on peoples satisfaction of modal choice (private vehicle, BTS sky-train, and bus). A questionnaire survey involving 170 users is used to be the main source of data. In addition, interview and observation methods were used to compile necessary information. Factors that influence peoples satisfaction were categorized in two types: (a) user characteristics and (b) transport mode factors. Multi-variate regression was carried out to identify factors that influence users modal choice. The results of the regression analysis show that 10 factors significantly influence people satisfaction of using each mode. There are household size, number of car in their house hold, BTS fare, bus fare, income, oil price, convenience and comfort, cleanness, high technology, and parking price. Based on the regression results and other related findings, the study designs a set of economic instruments to reduce car use and promote public transport. The examples of specific policy recommendation are:(i) higher taxes on car purchase after first car ownership, (ii) mass rapid transit card as a form of fare subsidy to the low-income users, and (iii) parking tax hour to the driver who park their car in congested areas and rush. |
