AbstractWith the increasing trend of outsourcing in manufacturing, procurement plays a more and more important role to the competitive advantages of the company. This is a complex process including market information collectior)., market information evaluation, purchasing strategy identification, and etc. The reasoning process from market information to the purchasing strategy requires a lot of efforts from buyers. Portfolio approach in procurement simplifies this process by dividing it into several steps that the buyers can follow and process it easier. In addition, an e-procurement system will help the buyers in determining the purchasing strategy with less time and effort. Although it can not replace humans, it can act as a consultant for the buyers in their purchasing. With the above motivation, this study proposes a model for the portfolio procurement methodology that bases on the Kraljic approach. Ontologies and a set of rules for reasoning are built. Both ontology and reasoning rules use logic programming as the concrete language for their representation. The developed ontology allows buyers to describe the factors in a procurement system, i.e. the purchasing requirement, market infonnation, strategy, etc. Further, the reasoning rules can be used to make some basic reasoning to find out the recommended purchasing strategies. This study is the premise for the developing of a portfolio e-procurement system that can be applied in reality later.
