AbstractRecognizing development projects' mean to socio-economic development in Lao PDR, this study topic came to mind of the author. The study has four objectives which, firstly, the previous literatures that focus on the frameworks of success criteria (SC) and critical success factors (CSF) of development projects were reviewed to gain basic comprehension about the SC and CSF. In the review, the SC and CSF developed by Khang and Moe (2006) was deep studied and used as framework for applying to the real case studies of development projects in Lao PDR. Secondly, situation of Official Development Assistant (ODA) was explored to look into its importance, impacts and relevance to the socio-economic development in Laos. The government policies, issues and problems concerning to ODA were also studied to give a general picture on the ODA in Lao PDR. Thirdly, the Poverty Reduction Fund (PRF,) from which this study selected four cases, was explored to provide some directive information that related the selected case studies. In addition, performances and achievement so far of PRF will were also explored to show the significance of the PRF in addressing the poverty reduction and socio-economic development in Lao PDR. Lastly, the SC and CSF developed in the Khang and Moe framework (2006) was applied in the selected four case studies of development project implemented by PRF to interpret those SC and CSF to see their relevance and practical in the selected case projects. The interpretation took into account of what have practiced in the real situation and some principles and procedures that found in the PRF documents were turned into SC and CSF in the framework. The narration was the approach applied for seeking the findings from the interpretation of SC and CSF developed in the framework in four selected case studies. The interpretation proved that the SC and CSF were really relevance and practical in the case studies. Some key aspects from findings can be illustrated through dynamic interrelated and inter influential of the factors that significant for the success of each phase as well as success of project. So that the framework can be suggested as management tools for development projects in Lao PDR, particularly, for PRF's projects that the focus should be on whole project life rather than mainly focus on the implementation phase. In addition, the framework also provided possible accurate tool in analyzing the problems and find out what are the important factors in each stage of project and thus make it possible to timely solve the problems and focus on what is important in each phase.
