Abstract | The purpose of this study is to develop an analytical framework to measure school efficiency and also investigate urban-rural and size effects on efficiency. Efficiency is assessed by a non-parametric technique, namely data envelopment analysis (DEA). Urban-rural and size effects are examined through a Mann-Whitney nonparametric statistical rank test and by Tobit regression analysis, respectively. Results indicate that urban schools appear to have access to and practice different production technologies from rural schools, and rural institutions appear to operate less efficiently than their urban counterparts. School size contributes positively to both types of schools, while class size has a positive effect on urban schools and a negative one on rural schools. Policy to improve school efficiency may need to consider shifting existing resources from urban schools to rural schools, provided that the increase in overall rural efficiency is greater than the decrease, if any, in the city. Moreover, policy-makers may focus on reducing class size for rural schools, which should be effective if there is no selection of students regarding their past learning ability for a given classroom. Besides, policy-makers may consider increasing the number of student enrolled for both school types; however, there should be some limit in number for the increase. |
