AbstractIn the rural areas of Lao PDR, where thousands of villages still remain without electricity supply, people strongly demand for electricity. Lao PDR has abundant renewable energy sources such as hydropower, solar energy and biomass. The aim of this research work is to study the status of energy use in rural Lao PDR and the role of energy service companies in promoting sustainable development in Lao PDR. The methodology of this study is based on collecting of primary and secondary data and review of reports concerning renewable energy. Primary data were collected by using a questionnaire survey and secondary data were collected from library, internet, and official reports from government institutions. The Government of Lao PDR (GOL) has put rural electrification on the priority policy agenda and thus, government plans for expanding off-grid electrification should increase the electrification ratio for the whole country from 45% in 2005 to 70% in 2010 and 90% in 2020. Natural forest is the main source of energy use in rural household, and the rural people are collecting fire wood from forest for direct household consumption or for sale in the form of fire wood and charcoal. Energy Service Company (ESCO) has provided several sizes of Solar Home Systems (SHS) such as 20Wp, 30Wp, 40Wp, 50Wp, 75Wp, 100Wp available at different prices where customers have the choice of selection based on their requirement and income. The ESCO's specific services are participative planning for off-grid villages, selecting and training village off-grid entrepreneurs, supporting the villages in the long-term management, maintenance, and financing their equipments. This study had demonstrated that the main energy consumption of rural people of Lao PDR is fuel wood which is collected from natural forest and home garden and major use is for cooking. ESCO's role for rural electrification are installation work, maintenance service and fee collection by subcontracting, and they help rural people to have access to electricity.
