AbstractMany small towns in Lao PDR have suffered from increasingly serious environmental problems, mainly due to a lack of suitable arrangements for dealing with solid waste. The predominantly rural background exacerbates the situation. Inadequacy of solid waste collection, only the simplest disposal methods, and waste is left untreated. Because of this, solid waste disposal is beginning to pose very serious problems for both the health of people and the esthetical perspective of town. Therefore, in addressing such issues, the main objective of this research is to find out the (actors for applying appropriate solid waste management technology into primary solid waste collection and recycling activities. Suitable solid waste management system, vehicles and facilities choices for primary solid waste collection and recycling activities have been selected through local context analysis of studied area. Saravane town in Lao PDR was selected as a case study. The research procedure was carried out in five villages by householder selection randomly in order to study their living condition, their socio-economic status, and their solid waste management behavior. Stakeholders interviewed, area characteristics observed, available vehicles and facilities in local, as well as supportive factors such as garage, junk shop identified, amount of solid waste measurement contributed to find out the situation of solid waste in study area including community people's awareness, their satisfaction to participate in primary solid waste collection and recycling activity. Data collected from the field, both qualitative and quantitative have been analyzed in order to find out appropriate tools and technologies for solid waste management in Sara vane town. The meaning of appropriate solid waste management technology term varies from place to place. It depends on their differences of local contexts such as institutional, technical, financial and economic, social and culture and environmental aspects. In Sara vane town, community based organizations should hold primary solid waste management for their own areas. By low cost, availability in local and easy to use of vehicles and facilities such as pushcart, small tractor with trailer, bamboo or plastic baskets with labor intensive are expected to be suitable for increasing solid waste collection productivity. Recycling are essential activities that have to be carried out simultaneously in order to reduce amount of waste disposal, to decrease solid waste transport trip from communal point to dumping site, to be able for saving operational expenditure of service and to create extra income for collectors with their recyclable materials. For contribution to reach objectives, the laws enacted locally, people awareness promotion, recyclable training course, as well as policy and incentive on solid waste activities arc suggested to take into account
