AbstractLand reclamation around the Boeng Kok Lake (BKL) of Phnom Penh city not only leads to illegal use of the state's land but also pollute the water of the lake. This study examines the extent of physical and functional land use changes that have happened during the last decade. It includes identification of the reasons behind land reclamation, assessing the environmental changes associated with land reclamation on the lakes eco-system and reviewing the legal framework and use of planning and legal tools to curb the illegal land reclamation activities. The responsibilities of all stakeholders involved with the development and management of the BKL area arc also examined. The study reveals that the functional land use change surrounding BKI, has changed from a green space and a water body into a mixed urban area dominated by poor settlements. Besides that land reclamation has happened in such a way to limit direct access to only few places. The main culprits of land reclamation are revealed as civil servants, local authorities and military personnel or senior government officers who reclaim land around the lake and sell illegally to poor people while keeping some land for speculation. Since it is the officers who arc expected to uphold the law and order that violate laws, the implementation of any development plan has proven ineffective. However, legal instruments and economic instruments are suggested by the study to preserve the eco-system of BKL and restore its status as one of the most valuable amenity of Phnom Penh city
