Efficiency estimation of electricity distribution utilities in Vietnam : a data envelopment analysis

AbstractThe benefit of the electricity distribution utility (EDU) is decided by their business activities such as efficiency, productivity and quality of service. In order to help utilities' regulators making the best business strategy, this study is to evaluate the performance of the ED Us in Vietnam. The technique employed for the assessment is the Data Envelopment Analysis (DEA). The technical and scale efficiencies of seven EDUs were evaluated using the input-oriented DEA method with the assumption of constant and variable returns to scale. The utilities' performance is also assessed considering the price information. The change of productivity is computed by using the Malmquist productivity indices for 2003 and 2004. Through the assessment, the EDUs in Ho Chi Minh City and Dong Nai province were found as the highest performance utilities. Conversely, EDUs in the North of Vietnam were less efficient. The analysis reveals that the human resource was effectively exploited in all EDUs. However, the large EDUs should reduce their operating scale for enhancing the efficiency. Along with the performance assessment, the service quality of EDUs was valued to be better during 2003-2004. The availability of power network has been improved.
