Abstract | Many organizations are developing information systems designed specifically to facilitate the sharing and integration of knowledge. Such systems are referred to as Knowledge Management System (KMS). The emergence of Results-Based Management (RBM) has raised the issue of how Knowledge Management (KM) could fit in. As RBM and KM rely on adequate information management systems, organizations planning to implement KM and RBM need to develop an integration which contemplates the existing synergies between the two concepts. This study was focused on developing a KMS integrating into the RBM Framework. The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) as an international organization adopting RBM framework was selected as the case study. This study found out that Best Practice, Project, Document, and Expert were identified as the knowledge areas in the context of UNESCAP RBM framework. The new system called Knowledge Management for Technical Cooperation (KM-TC) was developed based on the obtained knowledge structure. The system aimed to facilitate the process of capturing and sharing knowledge within the RBM framework as well as an integrated tool for easy information referral. The system evaluation, which was performed at the end of the study through an obtrusive observation and the use of questionnaires, showed that users gain and create new knowledge and moreover they could manage the project activities more effectively by using the KM-TC system. |
