Abstract | The research deals with the rural road infrastructure development project at commune level in Cambodia. The main objectives of this research are to make an assessment of the needs of road infrastructure at commune level, to identify the problems associated with planning, implementation and maintenance of the rural road construction project, to make recommendation for strengthening commune council to develop rural infrastructure. The research was conducted at Krang Leav commune, Bati district, Takeo province by using checklist for interviewing with Commune Council, Technical Support Staff, District Facilitate Team and other involved officials. In addition, secondary data related to documents, reports, guidelines, manuals, policy framework were collected from Ministry of Rural Development and other institutions. The research used qualitative data analysis, tools and technique. The key finding of this research revealed that the implementation of the rural road construction project was successfully implemented. The road connection network has been improved. People where participated in the feasibility study and project proposal, and they have effectively contributed resources as to meet partial requirement of the project. CC and VDC were capable and active in managing the planning, implementation of the project although there were some aspects are still problematic. The effectiveness of institutional building and organizational arrangement of PRDC and other institutions involved in road development project have extended full support to CC in designing, implementing as well as monitoring and evaluation of rural road project. The study identified some issues in planning, implementation, monitoring, evaluation and maintenance of the road construction project under commune fund. Certain recommendations are given in this research to strengthen for CC and VDC in order to increase their capacity and competency in planning, implementation and maintenance of rural road infrastructure project more effectively. |
