AbstractThe purpose of the study is to get a better understanding why the hardcore poor were left out of mainstream MFIs; what are the barriers they are facing; and designing a possible model that will address the needs of the hardcore poor. The paper delves into the global perspective of the issues relating to the poor and the hardcore poor. It discusses more than six existing programs that are targeting the poor. The paper is focused on practices and challenges of hardcore poor faced in Bangladesh that has had over three decades of microfinance presence. To offer a flavor of the program design targeting the ultra poor the paper allocates a chapter 3 on PKSF and its pilot project "Financial Services for the Poorest". The research findings suggest that in order to reach the hardcore poor successfully it requires an integrated effort and a design that incorporates the elements that will address the baser needs of the hardcore poor comprehensively. It was noted that such effort will require collaboration and linkages between MFIs-NGOs, development agencies and the government for it to harness synergetic impact on the extreme poor. The paper offers a hardcore poor program model that emphasizes the need for linking the financial services with comprehensive non-financial services. The paper discusses the model with focus on its design, its challenges and tools of measuring performance
