AbstractThe fisheries sector in Vietnam significantly contributes to the country's economic growth. However, capacity building for the sector remains a challenge identified by National Master Plan for Fisheries Development to the Year 2001 (MOFI-DANIDA, 1999:8). STOFA project was established in 2000 for the period of five years aiming at "strengthening the capacity of the fisheries administration". This study will examine the effectiveness and efficiency of training programs implemented by Human Resource Development subcomponent - STOFA project targeting Ministry of Fisheries (MOFI) staff. Basically, it will monitor HRD component's training progress over three years since 2001, identifying influencing factors to the progress and suggesting recommendations for improvement where appropriate. In terms of methodology, the study analyzes available documents, training feedback and interviews with MOFI staff and managers. Main findings of this study show a relative consistency of HRD programs with DANIDA objectives in terms of crosscutting issues i.e. gender balance in training participation. However, little clear evidence exists to ensure the balanced participation between position levels. Participants' satisfaction with HRD training increased over the years. The dropout rate also improves, however, delay of training implementation remains. A strategy of focused and intensive training was adopted to increase cost-efficiency of training program given the budget restriction. From the analysis, it is recommended that HRD's training programs should aim at increasing consistency with organization policy objectives in terms of ensuring balanced training opportunities, ensuring good planning and implementation of training activities, reducing absenteeism and improving the recipients' satisfaction and commitment of training activities.
