AbstractIn the era of information technology, the telecommunication gap is still widening between developed countries and developing countries, and between rural and urban areas in the developing countries. Universal Service Obligations and their periodical targets have been determined and funds for implementing Universal Service Obligations have been created in order to bridge the digital divide. As a developing country, Vietnam is also facing the challenges of telecommunication development and digital divide bridging. This research study focuses on the identification of the advanced telecommunication technologies, especially wireless technologies, combining the macroeconomic tools of sector policies, that can enable the Vietnam government to provide Universal Service Obligations in cost-effective and simple ways to rural and remote areas in efforts to close the telecommunication gaps, hence, to improve the living-standards of rural people and foster the economic growth.
