AbstractReforms, liberalization, the current worldwide economic trends and flows and many other factors never stop changing Vietnam and give Vietnam what the Vietnamese people and press call "A new face" Compared with Vietnam of 10 previous years, many changes in a positive manner have been confirmed by people's enhanced living standard, amelioration in infrastructure, in the openness of Vietnam to reach international norms both in economics and politics. Vietnam is proud of those changes. We, the Vietnamese people and the young generation who will soon take an important part in Vietnamese's workforce and Vietnam's force, are proud of the progresses and the changes that our country and our people have had and have made. However, we all recognize that our success due one great part to outsiders' help and assistance. Today, at the time when this research is conducted, Vietnam is the second biggest receiver of Official Development Assistance (ODA) in the world. ODA has soon begun an important source of financial and technical aids to our country. We did deploy this source; we did use this source and other assistances to finance useful projects in basic areas, but we all know that a considerable part of that source is wasted. Among the reasons, the lack of management capacity is considered by many people involved in ODA project management as the fatal reason. This lack can be overcome by capacity building activities. However these activities in Vietnam are actually not optimal. The research aims at clarifying within the limited frame of information access and the author's limited practical experiences in ODA project management the root of the lack of efficiency in capacity building and finding suitable issues for better capacity building for ODA project management in Vietnam.
