Abstract | Any administrative reform is needed to get involved from all stakeholders. Decentralization is growing concept of the reform, especially in developing countries. Local governments are on the way to some extents of autonomous decision making; this is one of effective authority. Decision making and resources arc provided step by step through decentralization to local government. Process of learning is way of improvement. Cambodian decentralization needs Central Government to lead on national policy, to show by its commitment, to trace way for other stakeholders. Other government institutions of all levels also need to support the national policies. The local government itself is the second players of the reform; however citizen and civil society are actors participating so much to process of decentralization. The roles of stakeholders in local government reform in Cambodia are considered on good way to proceed success decentralization. The lessons learning are made and discussed. Strategies are improved. The contributions and joint-efforts are appreciated. These factors are the optimistic for current and future administrative reform in Cambodia. |
