Abstract | Realizing the importance of the international trade as prime engine of the economic growth, Cambodia has been trying hard in opening itself up to the world, proven by its adherence to the World Trade Organization, the World Customs Organization and the Association of South East Asian Nations and the other international organizations. Yet, its trade facilitation systems are not up-to-dated, creating a lot of problems to the traders. This study was undertaken in the purpose of finding the best and suitable management approaches as well as techniques for the Cambodian customs department in order to deal with the 2151 century international trade. By analyzing firstly the challenges facing the customs department, secondly the import procedure, and thirdly the customers satisfaction survey; the study has pointed out the problem of long clearance day and costly operation which are explained by complicated and bureaucracy procedures, outdated customs inspection techniques, role decentralization and role conflict, high number of paper work to be processed and lack of modern support IT infrastructure. Risk management and post clearance audit should be incorporated along with the modern IT infrastructure. One stop solution and one single administrative document should be put into place. Operational decision making especially customs permit, should be decentralized to the regional directorate. Role of border control agencies must be reviewed, by considering merging option. |
