AbstractThere are approximately 220 countries and regions in the world, 186 of which are developing countries. Major gaps exist between the economies of the developed and the developing countries. However, the world's industry and economy can not exist without the interdependence between the developed and developing countries. As a consequent, it creates the ground for the official development assistance (ODA). The considerable socio-economic reforms in Vietnam since 1986 have attracted a rapidly growing number of development partners who have come to the country with a wide range of assistance programs and diverse implementation modalities. There are now more than 42 official donors as well as more than 300 NGOs active in Vietnam. In terms of value, annual ODA pledges have averaged more than US$2 billion per annum since the first International Donor Conference was organized for Vietnam in 1993, while ODA disbursements have grown steadily to a level exceeding US$1.6 billion a year. This strong support by the international community signals both recognition of Vietnam's remarkable achievements resulting from the reform process and expectations of wider and deeper reform needed to further build on the past progress and ensure a sustainable development path. In turn, all of these highlight the need for further strengthening Vietnam's capacity for the effective planning, coordination and management of ODA. In this regards, the Government's New Ten Year Socio-Economic Development Strategy (2001-2010) and related implementation plans offer major opportunities to develop an effective and coherent framework for effective partnerships and comprehensive development. This study is an attempt to examine the current situations of ODA on-lending project management in Vietnam, currently carried out by the Development Assistance Fund (DAF). Thereafter, by studying and evaluating the DAF's current functions, organization structure and operations as well as advantages and difficulties during its performance of ODA on-lending project management (in full view of legal aspect and internal operation), the research will also analyze positive changes and defining development strategy in future relevant to Vietnam's condition and propose some recommendations to enhance the effectiveness and efficiency in ODA on-lending project management within DAF system.
