Tendering management for consultant selection in international grant project : a case study of RRRP project

AbstractFor the damages during the torrential floods in July/September 2015 in some areas of Myanmar, the German Government has been allocated a financial grant of up to 10 million EUR for alleviating the severe damages. This financial contribution shall be implemented through “Kreditanstalt für Wiederaufbau”, KfW in the form of “Rural Road Rehabilitation Programme (RRRP)” project. The programme focuses on the rehabilitation, and also reconstruction of several bridges, and tertiary roads that can be district or/and rural roads in the Kalay District of the Sagaing Region of north-western Myanmar. To implement the RRRP project successfully, the right selection of skillful and professional consultant plays an important role. The qualified consultant team can effort the completion of the project within the time schedule and budget limit by ensuring to meet the desired quality standards. This paper was intended for some objectives: to study the theory of tendering management (process and methods), to study the practice of tendering management in RRRP project, to analyze strengths, weakness and provide recommendation, and to develop the framework for tendering management for international grant projects. Myanmar Officials signed MoU with KfW and agreed to follow all the KfW’s Guidelines and Standards. In selection the consultant firm for RRRP project, QCBS (Quality Control Based Selection) with 70-30 weighted score on technical and financial proposals was used. In the KfW guideline, there are five steps for consultant selection: Invitation of EOI, EOI Evaluation, Request for Proposal (RFP), Technical and Financial Evaluation, Selection and Announced, and Consultant Service Contract. After study of the case: RRRP project, recommendation on future improvement in tendering management in international grant project and tender preparation and evaluation process to be changed was proposed for continuous improvement. This RRRP project is very first experience of international grant project in Myanmar. Myanmar side got chances to study and learn a lot from this project experiences: such as tender document preparation, evaluation criteria, scoring and ranking, etc. After analyzing and studying the case, in the tender evaluation, there should have one criterion for which design and management system will be used in implementation of the project. The bidders should mention upon this while submitting their proposals. Because of using email channel of communication only, and no face-to-face discussion there have a lot of delay and timeconsuming during the tendering process. The temporary project coordination team should be formed with three parties of donor, the agent from donor side and Myanmar side. These tripartite team can make more efficient corporation and effective discussions upon some coming out issues during the tender evaluation process. To draw a conclusion, it has been learnt from RRRP project tendering practices that a fully complete tendering process can be conducted the eligible contractor as well. The project owner can be managed the project completely and successfully by referring the tender’s requirements and specifications and by following them exactly. For establishing the long term and the sustainable development of our country, Myanmar, FIDIC, the international tendering management practices, should also be learnt in details for the consultant selection of International Grant Project. From RRRP project experiences, the framework for consultant selection of International Grant Project have come out for the future projects in use.
