Abstract | The Vietnamese Government has recognized the significant contribution of International Non Government Organizations in the strategy of poverty reduction - hunger alleviation with Vietnamese Government. While the financial assistance of International Non Government Organization (INGO) does not represent a large percentage of total Official Development Assistance (ODA) to Vietnam, it had been pointed out that "the primary value of INGO efforts to Vietnam may now be their ability to innovate, to experiment with new approaches, to do essential research, to provide high-quality training, and to assist in providing policy makers with good ideas". In a broader context, understanding of the role INGOs play in the development of a country and as learning organizations has grown. Research has emerged from various parts of the world on the constraints, opportunities, experiences and comparative advantages of civil society organizations and their role within a country. In Vietnam, the experiences and lessons learned close to the project management under project life cycle have not been explored yet. This study will give overall view on the project management of international development projects under project life cycle on the literature review. In this part, the study will introduce the theory evolution relating to this topic of different authors in the world and the latest framework of project management on life cycle. The situation of INGO assistance tlu·ough projects is also mentioned in this study. Tlu·ough this part, an overview on INGO's assistance in Vietnam for years will be supplied. And the most importance part is the analysis on the project management based on life cycles. Data was collected by in-depth interviews with key persons working in development projects in INGOs, questionnaires sent to officers working in development projects. Data was also gathered from other secondary sources such as books, annual reports and other publications. The order of success criteria is listed by INGOs, acknowledged by the INGOs (as donors) and implementing agencies. The Critical Success Factors to the project success is evaluated and organized in influence rate to the project success. Reasons and explanations are also justified. From the analysis, some recommendation on project management from 02 point of views: donor and implementing agencies, highlighting to the partnership and conunitment from 02 sides. |
