AbstractThe objective of this research study is to study the demand and evolution of the mobile communication, frequency planning and management issues for 3G mobile communication in Pakistan. Across the world, rapid technological changes took place in the field of telecommunications. Pakistan has also been experiencing tremendous technological developments in the recent years. Only 5.65 percent of Pakistans 150 million population is subscriber of mobile services against more than 50 percent in the countries of South East Asian region. At present some 8.4 million people in the country are using mobile telephones of five companies. In Pakistan with the rapid spread of mobile computing and the evolution of information-communication technology expectations are growing for the realization of higher speed multimedia mobile communications, including the exchange of high-definition video images. To reach this goal, a series of networks must be built that allow consumers to use their phone anytime, anywhere. Third generation mobile technology is focusing on ways to upgrade the existing 2G (GSM) network to be able to transmit in higher data rates. In this research study the licensing methods and procedures for allocating the 3G spectrum in Pakistan are described and possible migration paths for existing technology towards 3G have been studied. Pakistan has chosen the auction procedure for allocating the 3G spectrum. The availability of 2x60 MHz paired and 20 MHz of unpaired spectrum will be made available for allocation of 3G in Pakistan. GSM is currently the main cellular technology in use in Pakistan. It is likely that the preferred technology for 3G in Pakistan will be UMTS (WCDMA). The evolution towards 3G starts with GPRS, followed by EDGE and eventually UMTS. It is recommended that best time for introduction of 3G mobile services in Pakistanis is 2009, when mobile users will be around 40-50 million and teledensity will be 30%. Available 60 MHz paired and 5 MHz unpaired spectrum be divided into 4 blocks, and 3 blocks should be auctioned for 15 years period and fourth block of 3G spectrum be kept reserve for future.
