Abstract | Governments have used the Internet broad characteristic to deliver services to citizens through G2C e-government programs; and this brought benefits to citizens and governments themselves. However, the governments also got many barriers and failures before being successful. Vietnamese government was going to implement the second phase (2006-2010) of G2C egovernment after the first phase (2001-2005) that did not succeed due to the lack of a clear target and plan. However, on April 19th 2007, the Vietnam Prime Minister Nguyen Tan Dung decided to stop implementing the e-government project due to its ineffectiveness and indirection. The goal of this report is to find out another way to develop e-government successfully in Vietnam by suggesting a different approach. The suggested approach is bottom-up method and Ho Chi Minh City will be chosen as a pilot area to implement public e-services. Firstly, to suggest the bottom-up approach, the report analyzes the drawbacks of the current top-down approach, studies the successful cases from other countries and shows out the benefits of new approach for Vietnam. Secondly, to suggest Ho Chi Minh City as the pilot area to apply the new approach, the report pays attention on analyzing information infrastructure, income and human education criteria of Ho Chi Minh City. And lastly, the convenience for citizens, the quantity of collected data and the decrease of bureaucrats are the criteria to choose e-services. The archived results are significant: all Ho Chi Minh City citizens' data will be collected after 6 to 9.3 years; all citizens will participate in using e-services after 9.5 to 12 years; number of ID card policemen will reduce 50%; time saving for citizens as using e-services increases at least 8 times; and citizens can choose any government offices to get certificates |
