AbstractIn telecommunication market, campaigns and services are the primary technique mobile operators use to penetrate the market. Demands of connection between service providers are increasing when the operators' customer bases always increase. General observation of overall behavior in new campaigns according to available information shows that the price-cutting campaigns attract the customers to join the campaigns. The low price of call charging leads campaign subscribers to considerably increase their mean holding times e.g. to 100 minutes compared with normal value of 3 minutes. This causes busy hour traffic per subscriber to grow from normal value of 30 mErlang to 0.2 to 0.4 Erlang. This study demonstrates the influence of the campaign on user behavior and network characteristic during its launching period. Network performance analysis is based on simplified interconnection network model between 4 operators. There are four cases of user behavior changes and eight schemes of joining subscribers when campaign is launched. Offered traffic, call blocking, and the number of circuits between operators are investigated. The results of user behavior study shows the mean holding time, arrival rate, and offered traffic in each case. Network performance has influence on subscriber reaction. If network performance is unacceptable, it may reduce the joining rate of customers. If customers also quit because of unacceptable network performance, the number of campaign subscribers begins to reduce after a turning point. Because of price-cutting campaigns, network performance degrades, in studied scenarios, from original acceptable level up to 70% blocking depending on popularly of campaign
