Attitutes and perceptions of fishers towards the 25-year old seasonal closed measure in Phang-Nga and Krabi Bays, Thailand

AbstractAttitudes and perceptions of fishers can indicate whether a regulatory instrument is appropriate within that social context, and is essential for effective implementation of the regulatory measure. This study examined attitudes and perceptions of fishers towards the Seasonal Closed Measure (SCM) in the Phang-Nga and Krabi Bays which was firstly established in 1985 and amended in 2007. The attitudes and perceptions elements examined in this study include agreement, perceptions of impact, satisfaction, behavior and opinion. An individual questionnaire survey of 100 fishers was undertaken during OctoberDecember 2010 in Phang-Nga, Phuket, Krabi and Trang Provinces, Thailand. The study shows there is not much difference amongst fishers in terms of gender, age, religion, level of education, domicile, number of family member and fishing experience, between Phang-Nga and Krabi province. Thi1ty seven fishers owned single large scale fishing gears (LSF) while the remainders operated small scale fishing gears (SSF). The LSF included purse seiners and trawlers that are prohibited during the SCM, and a few day-anchovy purse seiners that are exempted from SCM. Most SSF gears were allowable, but fishers in Krabi Bay also owned gillnet of mesh size less than 4.7 cm which is prohibited. Fishers' knowledge on the SCM was rather low, and did not participate in the process of establishment of SCM and stewardship activities. Most fishers in Phang-Nga Bay agreed with all aspects of the SCM only except the pe1formance of patrol officers. However, fishers in Krabi Bay neither disagreed with the performance of patrol nor the time of restriction. Fishers in Phang-Nga Bay perceived that the SCM had negative impact on conflicts while fishers in Krabi Bay had opposite perception. SCM was perceived to have positive impact on fishers and quantity of fish; however it was perceived that there was no impact on the size of the fish. Most fishers were satisfied with the implementation of the SCM. However, they distrusted outside fishers and patrolling officials. Thus, they did not call patrol when noticed violators. Fishers agreed with the continuation of the SCM regulation; however it would require fmther improvement. Fishers' attitudes and perceptions were influenced by socio-economic profiles, level of knowledge of the SCM and the degree of participation. The mechanisms for standard knowledge transfer and enhance participation are recommended. However, the designed mechanism should incorporate biophysical and social characteristic of the communities and respect to the influencing factors. The integrated fisheries regulatory regime is recommended so that the effectiveness of the SCM can be expected.
