AbstractUses of e-Learning have been growing rapidly in the recent years with the development ofIT technologies and e-Learning tools and the trend will continue growing as technology becomes cheaper and more accessible. However, the problem is that e-Learning suffers from low quality learning objects due to the lack of suppo1ting tools for proper electronic learningobject development. Therefore, this thesis proposed a quality assurance supp01t framework for learning-object development. The framework helps a learning-object developer to follow the development guidelines of ISO/IEC 19796-1 which is an e-Learning quality assurance sta ndard. In order to simplify the standard's complex guidelines, the thesis transforms them into a business workflow. The framework also incorporates QFD (Quality Function Deployment) with the workflow to help the developer to efficiently design characteristics of the learning object. Then a prototype system is developed to test the proposed framework. In addition, the system also enables the developer to search for achievement standards from ASN (Achievement Standard Network) in order to use them as references for learningcontent development. Furthermore, the system uses RDF to store development data of the learning object including data of the workflow and QFD. Then, several experiments were setup to assess the system. The results show that the system is able to help the developer create a good-quality learning object that complies with ISO/IEC 19796-1 standard and also reduce difficulty in learning object development.
