AbstractGrowing children have their own needs for physical and mental development, and productive life later. Out of school, the children with disabilities are losing many aspects of being educated and integrating with other peers, and have poor access to social services such as healthcare, rehabilitation, welfare and leisure etc. The lives of and impact of social services (how far the services meet the demand and how much children's needs fulfilled) on disabled children out of school was investigated in Hanoi, Vietnam. The low status of disabled children out of school in their accessing social services is obvious and had direct or indirect reasons of their characteristics of heavy severity of disability, learning and multiple disabilities. They were also found in many families with special circumstances, such as caretakers not by the biological parents and parents with disabilities. Rural disabled children have lesser chance to meet their demand of social services, but in contrast, they always appreciate whatever services if accessible. For older disabled children, they usually have higher demand and may face more difficulty in movement; especially girls may become 'invisible' from community for any reason. From the study, or elsewhere, I argue that children with disabilities out of school have their own limitations in capability that should be interpreted as particular demand of, not direct reasons for their limited access to social services.
