AbstractThis research is to explore the process of Strategic Environmental Assessment application in Land Use Planning (SEA-LUP) for adaptation to climate change and flood risks in HCMC, Vietnam. The Scope of the study covers residents and households' perception in Land Use and SEA on effects of sea level rise, lost of land and related environmental factors. The research employed explanatory and exploratory research methods accompanied with the qualitative and quantitative techniques to assess the procedure SEA in LUP of HCMC through residents and household survey. Besides, Geographical Information System (GIS) tool of spatial analysis is also applied to predict flooding vulnerability in Land Use Planning. Under the condition of flooding, people received limited information about SEA and LUP Process. Most people living in flooding areas are poor; they are lack of knowledge, awareness of policies. Even though people living in these areas have experience to using land related to flooding, they have no voice in contribution to the process of SEA- LUP. Besides, state has no enough resources and policy transparent system to the application of SEA, lack of strict regulations and effective organizational and administrative structures. In other words, there is lack of the combination of cognitive ability and a bottom-up approach in SEA- LUP to ensure community participation as part of adaptation to climate change, while community was not involved in monitoring process that leads to suspend planning and seriously affected the local residents' environment. The study also recommends that the city should apply SEA in LUP by forcing laws and strictly remedial measures to increase the effective implementation of SEA and the planning. SEA- LUP should be put in combining with bottom- up approach, raising voice of residents in flooding areas.
