| Abstract | Water is not only a natural resource of special importance but also an essential component of life. People can be "water poor" in the context of not having sufficient water for their basic needs either because of non availability of water resources or because of "income poor" i.e. they do not have enough money to buy water. The Mekong Delta plays a very important role in the socio-economic development strategy of Viet Nam and is a key for food security. It has contributed about 50% of the total food production of Viet Nam. However, being a low lying Mekong basin, the Mekong Delta has to balance between socio-economic growth and sustainable development. The Mekong Delta is, therefore, selected as a case of study to apply the Water Poverty Index (WPI) as a monitoring tool for water sectors. In order to achieve this objective, data was collected from secondary as well as primary sources. The study was carried out at provincial level and local level in Mekong Delta based on historical data during 1995 to 2005 and primary data from household survey during field visit. A series of indicators have been chosen for calculation of WPI. The study results indicate that the Water Poverty Index in the Mekong delta has improved year by year. It reflects that the water policies in water sectors are applied effectively. Finally, some recommendations are put forward in order to improve the WPI for its application at basin level. |
