Abstract"The world is changing by the speed of the light" since we are in the information era. However the classical development is still needed incredibly in the developing world. Sustainable development is the current issue for all developing countries which need to develop, re-construct and maintain their economies and social structure. The Kingdom of Cambodia also has to find a suitable approach to undertake some key sectors reform, especially agriculture's, on the basis of her socio-economics, political, technological, educational and market environment. This study addresses agricultural sector development in Cambodia throughout the appropdation of the know-how from international aids, projects and operations. A detailed analysis of the socio-economic, political developments in Cambodia and her greater environment is carried out in order to identify the aims, goals and objectives of agricultural sector development in Cambodia. The working environment and operation of NGOs in Cambodia is also developed to understand the activities of the international and local actors for the development of the country. PRASAC is selected to be a case study in order to draw a lesson learned from an international project. The project is compared with the operation of other NGOs. It is found that socio economic and political environment determine the sustainable development despite the great efforts of the project. Adaptation to specific needs of the focus sector is the key to the sustainability of the project. The prospect and preparation phase of the project are crucial to maintain the well conduct its operation. Recommendations are given to conclude the study with request to include the policies of the government as a rationale to the sustainable development. Further recommendations are made on the basis of the water and micro-credits schemes for both NGOs and PRASAC in order to contribute to the development in agricultural sector in Cambodia.
