Abstract | Preventing the spread of infectious diseases in general and avian influenza in particular is the interested issues around the world. Vietnam was also suffered the measurable damage from bird flu during 2003 - 2005. One of reasons for that damage is the low responses to emergency situations because of paper-based systems of Veterinary Services. From this, it is essential to develop an emergency poultry disease management system that could support disease prevention and control. This study has developed a research prototype called Web based Spatial Decision Support System (SDSS) which provides an integrated environment between Geographical Information System (GIS) and Decision Support System (DSS) to support the veterinary departments in avoiding the spread of bird flu and contributing the quick and effective prevention to the possible epidemics. Multi-criteria analysis together with the map visualization is incorporated for decision-maker preferences into the assessment the appropriate measure for bird flu control. Besides, the calc-ulation of economic loss value could help estimate the possible damage of control method. The development of a free and open source system can be achieved with the Open Source tools such as MapServer, PHP Mapscript, Apache, PostgreSQLlPostGIS, Gmap and some other supporting libraries for mapping results. Basically, this Web based system is not only a poultry management system but also a decision support tool together with map visualization for emergency disease control of provincial veterinary departments. From the evaluation performed through questionnaire method, most of the users particiRating in had positive responses to the system results. In general, system can help improve the existing paper-based systems and contribute to the development of bird flu control sy~tem with capabilities of improving the available information and quickly response to the epidemics |
