AbstractThe World Wide Web provides good opportunities for education over the Internet. The web together with other network tools can be used to create a computer-based tutoring system that can help students in solving programming problems. Moreover, it has significant potential for improving the quality of programming education and reducing instructor's workload. To day, learning objects (LOs) has been becoming a hot topic for innovation of instructional design. The major objective of this study is to propose a teaching and learning model for teaching and learning online object-oriented programming in Perl based-on learning objects. This thesis describes an educational resource that can help students understand object-oriented Perl programming. To reach this aim, the study is focused on the standardized requirements for creating learning object's contents, exploring the specifics of object-oriented Perl programming and designing LOs with respective contents, implementing highly interactive and visualized web-based system for teaching and learning object-oriented Perl programming. Moreover, this study also makes a learning environment which meet students' needs, giving greater flexibility in time and place of teaching and learning. In addition, there is a developing technique for creating sequence rules that is used to give lessons or learning object based-on each learner's knowledge. The effectiveness of the technique will be tested by preparing material for a course on objectoriented in Perl that will be taught to students at AITCV (Asian Institute of Technology Center in Vietnam) and AIT
