AbstractBangkok Metropolitan Administration (BMA) is a government office which has the responsibility to construct and maintain the infrastructure systems in the Bangkok municipal area. This research develops a small-scaled Highway Asset Management System (HAMS) to integrate several infrastructure managerial tasks into a single management system. Bridges, pavement, and traffic sign structures under BMA are used as a case study. Highway asset inspection procedures and their condition assessment are developed to assist BMA in data collection and performance measures. The overall condition of assets is developed based on the average condition ratings and their weight factors obtained from the Analytical Hierarchy Process (AHP). The developed condition rating is called Highway Asset Condition Index (HACI). A computerized database is developed to help manage the collected inspection data. The graphical user interfaces are designed and implemented to provide a quick access to the users. HAMS incorparates the presentation capability of GIS to present its outputs in a map display format. By using GIS, the developed system is able to integrate, manage, and display the asset condition data as well as its spatial relationship. In addition, benefit/cost ratio concept is adopted to allocate the limited budget in the most cost-effective manner.
