AbstractFault management is an important area of telephone network management as it affects the network performance and reliability. Ho Chi Minh City Post and Telecommunications is serving a large amount of customers, approximately one million telephone subscribers. It is observed that the network will experience a growth in the coming years causing delays of troubleshooting and difficulties in workforce management. Recently, Web and Mobile GIS have been applied in workforce management in many fields. The purpose of this master thesis is to develop a Web and Mobile GIS prototype for a better and efficient Telephone Fault Management System. This research focuses on building an optimal Geo-database for telephone fault management system, Web-based fault status screening for the central office and for PDA which provides useful fault information for fault fixing process. In addition, the research examines the domain of workforce management of mobile workforces utilized Mobile GIS. Essential functions of a workforce management system are developed to support the mobile workforce and the workforce administrator in two-ways communication. From the field, technicians can acquire information for fault clearance process (fault details, customer's information and the shortest path to fault locations) and updating working information (working status and geographic position) online through the Internet. In the central office, administrators can monitor fault status on the network; the locations of field technicians and working conditions; and issueing work-order in real-time. Dijkstra algorithm (Pgdijkstra module in PostgreSQL) is applied to calculate the shortest path front the office to several fault locations in order to suggest the best route for field technicians. The shortest path analysis can be done online and in real-time. Open source software, such as Minnesota Mapserver, PostgreSQL/PostGIS and PHP scripting language will be used to develop the fault status screening, wireless updating applications, and the shortest path analysis online via web browser. The use of Web and Mobile GIS does not only reduce the workload of the administrators but it also enables them handle larger workforccs and speed up fault clearing process. As a result, the system will not only increase the number of user access and the possibility of data sharing, but it also reduces overall operating cost of telephone fault management
