Abstract | The business environment in Vietnam has been becoming more and more difficult for most state-owned enterprises since the Asian economic and financial crisis happened in 1997. For Vietnam Steel Corporation (VSC) - the biggest state-owned company in the steel industry - this environment is much fiercer because of not only the downturn of the economy but also of a strong competition within the industry. The losses in three continuous years from 1997 to 1999 have forced VSC to find solutions for quickly and successfully carrying out its new business strategy that considered as a transformational change within the organization. This research study aims at providing guidelines and suggestions for VSC to successfully manage its strategic change. The research starts with an overview of the external and internal environments of the corporation for understanding its new business strategy. Then an in-depth analysis of the change context is done in order to identify the critical change features of the organization. Basing on these critical features, the change design choices are determined and a variety of levers and mechanisms are proposed to facilitate the transition process. The research ends at some recommendations for measuring and monitoring VSC's change process and for any state-owned enterprises in Vietnam who is now needing to change |
