Abstract | Since economy liberalization in 1989, the electricity demand has been growing rapidly and it is now goes beyond the supply capacity of the Govermnent. Therefore there are lots of pressures on the govermnent to give autonomy to Electricite du Cambodge to become a state own company rather than under the control of the government, no longer attaches to Ministry of Industry, Mines and Energy. Economically, this new status of EDC is very supported by many investors and international financial institution and it is also one of the conditions to initiate the project in this research, Phnom Penh Power Rehabilitation Project. The information applied in this study was collected through interviews and discussions with the Deputy Director and Senior Officer in Ministry of Economic and Finance, and Project Manager in Electricite du Cambodge. This study is also based on company reports, manuals, published academic literature and magazines. The study highlights the basic features of the financing scheme, the level of risks in the project debt reimbursement, and all phenomena which lead to project delay completion time and cost overrun as well. Through overall analysis including financial, economical and risks analysis of the Phnom Penh Power Rehabilitation Project, the results and the key findings of this study can be conclude as follow: (i) the project was very successful implemented even though there was a serious political problem during the construction period; (ii) the investment of this project can get remarkable profit and will not cause any problem for reimbursement; (iii) the most serious impacts resulted a delay in the project's completion time are political instability, bad cooperation between MEF and MEF, take time tax administrative system, and delay in govenunent counterpart finding. During this time there is a great need for new and improved infrastructure projects in Cambodia that is why this topic is considered one of the method to finance the overall infrastructure facility in Cambodia. The case study also helps to establish a typical funding mechanism and financing strategies for private investment |
