Optimal toll collecting strategies for inter-city route :a case study of new Bangkok-Chonburi motorway and Bangna-Chonburi elevated expressway

AbstractConstruction of the toll road in Bangkok is one of the measures that has been introduced to solve the congestion problem. Currently, many toll road projects have been implemented in both the Central Business District (CBD) of Bangkok, and in other regions outside Bangkok. This is due to the increasing traffic demand in Bangkok and its dispersion to other major cities throughout the country. This makes the inter-city toll road becomes necessary. Bangna-Chonburi Elevated Expressway (BCEE) and New BangkokChonburi Motorway (NBCM) are two of inter-city toll road projects that already opened in 1998. They were expected to serve as the main route to handle the traffic demand towards the eastern region of Thailand. The BCEE route is operated as a closed system at which the users pay fee according to the distance they travel whereas the toll collection system of the NBCM route is operated as the zonal system at which the users pay the fee at constant rate regardless the traveled distance, but the full toll payment is made at twice. However, both projects are competing against each other and against Bangna-Trad Highway (BTH) which is paralleled to both routes. The actual traffic for both projects is differed from the predicted traffic in the Eastern Seaboard region. The existing routes to the eastern region are now oversupplying at which it affects the viability of BCEE and NBCM projects. The optimal toll collection strategies of inter-city toll road are studied by adopting the NBCM, BCEE and BTH routes as the selected case studies. As a result, the existing toll collection systems of both NBCM and BCEE projects are financially and economically inefficient. Twelve and ten toll collection strategies are proposed in BCEE and NBCM routes, respectively, in order to examine the project viability of each alternative. The results show that none of proposed strategies is financially viable and only three strategies of NBCM route are economically viable. In addition, it is observed that increasing toll rate on BCEE and NBCM routes reduces both FNPW and ENPW compared with the existing toll system. Several toll strategies are proposed and evaluated in this research.
