| Abstract | Transportation infrastructure plays a specifically important role in socio-economic development of each nation. The investment in the development of transportation infrastructure is a priority of many developing countries, including Vietnam. Generally speaking, the transportation infrastructure system of Vietnam is small-scale, un integrated, disconnected and there is a limit in satisfying the traffic demand and traffic safety. Therefore, in order to improve the transportation infrastructure system, apart from a series of solutions such as enhancement of investment efficiency, promotion of synchronism in connection of transportation infrastructure system, centralized investment and mobilization of social resources to invest in the transportation infrastructure system (PPP), the application of an effective “project management method” will make an important contribution to the Project success. Effective project management is a process of planning, organization and administration, supervision of the project execution to make sure that the project is finished on time and in good quality within the approved budget, achieving the project specific goals and aims. Based on the observations of actual performance of project management consultancy for some transport projects in Vietnam during the construction period, specifically with respect to the ones invested under a BOT model, and having desire to improve the quality of Construction Supervision Consultancy Service, I am writing this report, focusing on an analysis and evaluation of the progress, quality, cost and safety control by a Construction Supervision Consultant for transport projects invested under a BOT model. In addition, this report also assesses the strong and weak points as well as solutions of project management applied to a specific project, i.e. HH Expressway Project for the purpose of getting practical experiences to be applied during the implementation of future projects. |
