AbstractEvaluation and comparison of investment criteria between ODA and PPP funding for drainage and sewerage system, including municipal wastewater treatment system is to review a picture of investment in this sector using two major funding sources. Investment criteria to be analysis are legal framework, project approval, project financing and project implementation. General outlines are carried out to understand situation and context of each investment criteria for each funding method. Evaluation and comparison of pros and cons to show what favorable option for each criterion is. Summarizations of strength and weakness to propose improvement of each criterion for each investment method are carried out. Investment needs, especially for drainage and sewerage sector are really high. ODA and PPP are considered two major funding sources. ODA advantages are sustainable legal framework, preferable interest rate and low risk in project financing but its disadvantages are complicates of project selection, funding agreement and project approval; affection of Sponsors’ framework in project implementation; high investment cost; limited by sovereign debt and being treated as public investment source. In the context, ODA is suitable for social economic sectors, such as drainage and sewerage treatment or rural development infrastructure. PPP advantages are private incentives with better project management and quality, modern technologies, reasonable CAPEX and OPEX; project approval procedures simple and decentralized; PPP projects list to be considering of local investment demand to invite private participation; unsolicited projects proposed by private but its disadvantages are financing limited and risky; poor public participation. PPP is trending and mainstream of infrastructural investment and suitable for profitable projects.
