Abstract | The government of Vietnam initiated a policy of economic reform in the 1980s of the last century. The process of restructuring, the comprehensive reform of the economy only really took place in 1995, when the US normalized relations with Vietnam. From this point of view, official development assistance (ODA) from international credit organizations, the World Bank (WB), the Asian Development Bank (ADB), and the Japan International Cooperation Agency (JICA) has supported the reconstruction of the Vietnamese economy, of which transport infrastructure is a priority area for development. At present, the per capita income (GDP) of 2000 USD/year, bringing Vietnam into the group of countries with low middle-income economy. In order for the country to develop strongly and sustainably, the government should have policies to use and manage effectively the saving of preferential loans from international financial institutions. The model describes the responsibilities of the progress management system and the role of a program related to the monitoring of construction progress, ensuring proper quality planning. The project is applied to the field of transport infrastructure construction in an ODA project. Research enhances understanding of how progress management is implemented and applies to multiple levels of management. The use of progress management systems in the construction sector has increased considerably in recent years. For the purpose of planning and developing the management of the progress plan is to manage effectively the projects of transportation infrastructure in Vietnam. The goal of the progress management system is to improve the quality of construction works and to increase efficiency and productivity throughout the construction project to achieve customer satisfaction. Research methodology is emphasized as the main philosophy. In addition, other sources of data will be collected in this study, including project documents from ODA Capital Source (WB, ADB, JIBIC ...), It is reported by local governments and project clients, press, construction law and international standards used in Vietnam, etc. The results of the study were conducted to check the basic factors affecting the progress of a construction project funded by ODA. It also aims to identify factors that shows a close correlation between progress and good quality. The final goal is to provide information to clients, project managers, supervision consultants and contractor that can help them become more efficient in managing the progress of an ODA project, which the involvement parties of domestic and international personnel. |
