AbstractResearch and Development is the heart of successful firms and national development. R&D firms can produce more sophisticated products than non-R&D firms. In developing countries such as Thailand, most companies are small and medium scale. Their capability to introduce own/in-house product development depends upon the national technology infrastructure services and the technology infrastructure system (the system which groups many technology • infrastructure services in the same place). Traditional technology infrastructure system is characterized by a single physical system offering totally integrated services. This high-capitalized structure has been chosen for Science and Software Park projects in Thailand. However the economic crisis has delayed both projects. This research attempts to assess the suitability of technology infrastructure systems in the form of single virtual system offering a network of specialized services that is possible with less capital investment in fixed assets. This research focuses on the software and electronics industries. First, this research attempts to understand the firms' problems of technology development, their required services to overcome them, their requirement in specialized technology, and their channel options to access the service system. Then this research explores the existing technology services provided by government agencies and the overall obstacles in such services. Finally, the limitations in the traditional single physical system for software and electronics firms were identified based on which recommendations are given to set up in the "technology service network" by using the concept of single virtual system that can offer the package of services required by the firms in both industries.
