AbstractThe complexity of measurement problems in R&D organizations results in a situation where there is a scarcity of systematic process for determining appropriate measurements. Based on a comprehensive literature review of the various approaches to R&D evaluation, the conceptual and methodological problems for the assessment are discussed. The condensed list of indicators for ongoing monitoring purposes are provided along with an integrative measuring scheme for evaluating the performance of R&D organizations based on the framework used in the study that separates the R&D process into elements for measures. The objective is to classify which measurements to focus on in each of the elements of the R&D process. The study also represents the results of case studies and the empirical survey of the private industrial research organizations in Thailand in order to modify and develop a better innovation measurement scheme to suit the user's needs. The key measurement indicators can be sought from among many to satisfy the objectives. The study can be useful for those who accept the challenge of establishing a meaningful measurement system.
