Abstract | State-owned Enterprises (SOEs) in Vietnam have been the target of restructuring in the transition from centrally planned economy to market-oriented one. In recent years, the SOEs equitization process has been undertaken by the Vietnamese government in an attempt to turn them into more efficient and effective enterprises. Gradually, they have been given equal conditions to operate as other companies in different sectors. Several of them have also been selected to be equitized or privatized. In any case, human resource development (HRD) seems to be the only way to improve the business situation of these SOEs and help them be prepared to overcome the survival test of today. This study aims at defining the necessary role of human resource development in the drive toward improving the SOEs in the Red River Delta region of Vietnam. Based on the research findings, some recommendations will be suggested. |
