AbstractSolid waste collection in Phnom Penh City faces some difficulties by reasons of increase of refuse on the paves and public places, lack of cooperation of local people and adequacy of materials. To improve the current conditions, the facilities should be developed. Proposed collection system with the operation and maintenance, cost analysis of equipment were done to estimate the unit cost of waste collection. Unit cost of waste collection is equal to the total cost of operation and maintenance of all equipment used in solid waste collection facility divided by the amount of total collected waste. Also, people attitude and their willingness to pay more to promote the present service were determined using a designed questionnaire. The quantity of solid waste collected by the existing system is 1,206 m3 /day which is 75 percent of total waste generated. The overall cost of collection and hauling of solid waste is found to be $ 1.44/m3 • It was found that the use of Sita, Rear-loading compactors and open-top trucks with the capacity of 12, 21 and 6 cubic meters are suitable because the operation and maintenance costs are cheapest in comparison to others. In the proposed system, there are two options in the estimation of equipment required for solid waste storage and collection facilities. The first option is estimation of equipment to be used in inside and outside the dike areas, and the second is estimation of all equipment required for each source of waste generated. Although the cost is about the same, the cost of waste collection in first and second option are $ l.71/m3 and $1.73 I m3 • The first option is more reasonable to use than the second because the time of collection is shorter. Better system could be achieved through increases of collection charge and some incentives from government since 50% of the households are willing to pay more.
