AbstractThrough the practices in the three large corporations in the public utilities sector in Vietnam the research attempts to identify and evaluate the currently used model with the reference to a framework built up by the author based on the theories of capital budgeting. With the in-depth research of the capital budgeting system in VinaCoal and data collection and short interviews with key persons in EVN and PVN, we would like to have a heuristic view into the practices of the public utilities sector and make recommendations to the companies and to the Government, who strictly controls their operations, for a more effective capital budgeting system in more and more dynamic environment.
