AbstractIn recent years in both developed and developing countries interest has focused on Small and Medium-Sized Enterprises (SMEs), including Thailand during the recession period. The reason for this is the employment generation, income distribution and potential economic growth. The majority of the countries have acknowledged that SMEs is a crucial element of industrial restructuring and as an essential part of the privatization process and economic reform. Many economies have acknowledged the importance of SMEs and have formulated national SME policies, programs and enterprise development policies. The analysis of worldwide experience shows that the establishment of a coherent national policy towards SMEs is very difficult. There is no unique recipe or any best way for the creation of the most effective system. Then it should be stressed that SMEs policies, which are appropriate for one economy, are not necessarily directly applicable to another economy, and may need further adaptation to suit local conditions and circumstances. The objective of this research is to study the SMEs development in Thailand and Finland, to identify difficulties encountered by Small and Medium-sized enterprises in Thailand that hinder their growth. And finally studying and learning from Finnish experience, its ongoing policies, programs or projects in developing SMEs sector. Results indicate that the Finnish government is intensely dealing with the development of SMEs by setting up many programs and support organizations to assist all the schemes of SMEs. The Finnish government has also created an efficient operating environment to strengthen SMEs growth and competitiveness. This finding can help Thai government and other concerned institution in promoting the growth of SMEs sector in Thailand in the area of drafting appropriate SMEs policies, improving access to finance by SMEs and their management capabilities, and stimulating internationalization and innovativeness of SMEs.
