Abstract | The rural credit programme has been widespread in rural Cambodia because it is a good opportunity for Cambodia to absorb the fund from outsider. The credit operators become an important institution to contribute for the reconstruction and rehabilitation of the country. PRASAC rural credit programme is the largest scheme in Cambodia, which has made more attention from NGO credit operators. The study is an attempt to examine the programme performance involves a review and assessment of the credit programme's performance including adherence to design, operation guideline and procedures which is currently being implemented by PRASAC and long terms capacity of the programme to be self-sustained, and to document and explain the effects of the credit on it intended beneficiaries. Generally, PRASAC credit in Prey Veng has considered as a good performance in terms of financial performance. However, the programme faces many problems such as lack of supervision, the field staff lack of knowledge of managerial skills and not clear policy in cooperation with government agencies. The study reveals that the credit programme has positive effects in contributing benefit to the intended beneficiaries and the borrowers had positive attitudes towards the credit programme. But the programme is not effective in reaching the rural poor in the scattered areas since PRASAC has a limited location. Based on the overall findings of the study, it can be concluded that the future of the programme depends on continue funding support from funding agencies with the assistant from expatriate. The recommendations are presented the possible way to solve the problems and to improve the programme to be more effective to the farmers. |
