People's participation in projects sponsored by a non-governmental organization (NGO) and a governmental organization (GO) : A case study in Pursat province, Cambodia

AbstractA Participatory Development Approach has been introduced in Cambodia since the national elections held by government with assistances from the United Nation in 1993 since then many intermational and non -governmental organizations has been adapted this strategy as bottom-up planning in rural development areas. The strategies to strengthen people's participation and facilitate self-reliance in sustainable development among rural people who participate in development process. The research is a comparative study of people's participation in rural infrastructure projects implemented by governmental organization GO program and CONCERN a non-governmental organization The study area covers two villages namely Sduck Svay and Kok Krasang in Snam Preah commune, Bakan district in Pursat Province. Four projects of both rural infrastructure and non infrastructure have been selected for this study including village road consruction, hand dug well, baffalo group rasing, and school construction. The study describes types and aspects of of people's participation in various stages of project planning and implementation. The extent of their particiaption in those was explored in magnitude including their willingness to contribute resources and their opinion toward the benefit sharing. Several problems and constraints related to the planning and implementation in the projects of these two villages were identified. Major finding of this research showed that there are differences between the two organizations in certain aspects of people's participation. In the GO people had a chance to participate directly in decision making through village meetings which were organized by their village and commune development committees (VDCs and CDCs). While in the NGO projects, various aspects of people's participation were activated by their local committee. In both case, people were largely involved only in the implementation stage which was not so significant in the project preparation, formulation, and monitoring and evaluation. Most of local projects the participants had a social status as "the committee members" the majority of the participants were found to be from the low-income category who largely contributed their labor the projects in the implementation stage. Major constraints found in the projects included lack of clear policy on local contribution, the mismanagement of local resources, the poor management of budget and the less participation of people in formulation and preparation stages. They were actively involved largely in the implementation stage. Certain recommendations have been given to improve and promote the people's participation in those projects. This study also suggested the way and means to strengthen people's participation for self-reliant sustainable rural development in the future.
