AbstractMajor problem of the capacity building in the area of local planning process of making village or community development plans are the low capacity of local community set up in civil society, especially village development committee (VDC) and commune development committee (CDC) to initiate, implement, monitor and the maintenance of the village and commune development plans. This is a long-term objective of the SEILA program to enable the VDC/CDC and community to come up with their own plans. The means to achieve this end is to augment their capacity including skill, knowledge and attitude of VDC/CDC through the facilitation teams from the provincial and district level. The research study is the capacity assessment of the government staff and the civil society who have been involved in the implementation of local planning process (LPP) through the "SEILA" Program in the northeast highland of Rattanakiri province. The LPP is one of the major components in the policy experiment in decentralized planning and financing in Cambodia has been implemented by the Cambodia Area Rehabilitation and Regeneration Project (CARERE), UNDP since 1996 until present. The capacity building has been assessed based on the application of skill, attitude and knowledge indicators preliminary developed by UNDP and subsequently modified in this research. Several techniques were employed to analyze various aspects of their capacity including composite indexes, problem matrixes, problem loop causes -effects and SWOT analysis. Major findings from this study showed that the capacity of civil society (VDC/CDC) needs to be strengthened in planning, implementation and monitoring and evaluation. At the provincial and district level, the capacity of government staff including provincial rural development committee, provincial facilitation team, technical support staff, resource center, administration and finance staff and the district facilitation team are relatively having sufficient capacity in facilitating, transfen-ing skill, knowledge and attitude to VDC and CDC members in the implementation ofLPP. The results of the study led to the conclusion that the level of capacity has been built in SEILA Program was at satisfactory level but certain areas of capacity building and training needs are needed especially for the government staff and district level and members of VDC and CDC. Several recommendations were given to strengthen the capacity building and human resource development program in this project and in Cambodia in the future.
